PASA submitted its response to The Pensions Regulator’s Corporate Strategy Consultation.

We welcome TPR’s ambition to improve member outcomes and support a more resilient pensions system. However, our response highlights a fundamental point: administration is not simply an operational support function. It’s the infrastructure through which policy, governance, communications, data quality, dashboards, consolidation and retirement support are ultimately delivered.

Among the key themes raised in our response:

🔹 Administration should have greater prominence throughout the strategy, reflecting TPR’s statutory objective to promote good administration

🔹 Data quality should be recognised as a strategic priority, underpinning dashboards, AI, consolidation and member outcomes

🔹 Scale and consolidation can bring benefits, but size alone is not a proxy for quality. Administration standards, operational resilience and service quality remain critical

🔹 Greater clarity is needed around the respective responsibilities of trustees, providers and administrators as delivery models become increasingly complex

The pensions industry is entering a period of significant change. Successful delivery will depend not only on strategy and policy, but on the strength of the operational foundations supporting them.
