Pensions administration is often experienced in fragments. A governance update here, a data challenge there, a regulatory shift in the distance. ‘The Whole of the Moon’ brings those pieces together.

We begin with the Regulator’s perspective on the pressures shaping our environment, before turning to a uniquely Scottish lens on pensions and a discussion on reframing administration as a strategic driver. The afternoon takes us deeper into the General Code and the realities of dashboard delivery, before closing with a relaxed networking reception. It’s a programme designed to give you both the detailed insight and the panoramic view – the “whole of the moon.”

The Scottish Lens: What's Unique, What's Universal?

Opening with a first glimpse - the crescent of our pensions picture.

We open the conference by looking through a distinctly Scottish lens, a view which reveals both the unique contours of Scotland's pensions administration landscape and the shared challenges faced across the UK.

From public sector scale and influence, to demographic and economic dynamics, to the interplay between devolved and UK-wide policy, Scotland's perspective offers a valuable starting point for our day. It gives us a clear crescent of the picture, one shaped by history, geography, and policy, while also highlighting the universal themes which will recur in later discussions.

This session will help frame the conversations to come, setting the context for how regional strengths, challenges, and innovations can connect to the bigger, UK wide pensions story. By beginning here, we start to map the outlines of the full moon we'll uncover together throughout the day.

Seeing the whole picture of pensions success starts with administration at its core.

Administration has long been viewed as the ‘crescent' - vital but partial, a back-office process quietly keeping the lights on. This panel brings it into the full moonlight, showing how forward-thinking schemes and providers are transforming administration into a strategic driver of success.

We'll explore how admin teams can secure investment, lead innovation, and influence trustees and sponsors - shifting the conversation from cost centre to value creator. The discussion will cover the talent and skills needed for the next decade, the measurable return on smarter working and better technology, and the cultural change required to give admin a genuine seat at the strategy table.

This is administration as leadership. Influencing governance, shaping saver outcomes, and giving schemes the complete picture they need to thrive.

Shining a light on governance until every detail is visible

The General Code makes it explicit - robust, consistent, and measurable administration isn't just part of good governance, it's the foundation. But to meet this standard, administrators and trustees need to see every facet clearly, from data controls to audit trails, and from reporting schedules to resource planning.

This session will cut through the compliance noise, showing how administrators can turn regulatory requirements into an opportunity to illuminate and strengthen scheme governance. We'll focus on the operational realities, the support and clarity needed from trustees, and how a shared understanding between all parties can transform the Code from a tick-box exercise into a catalyst for better outcomes.

It's about moving beyond partial visibility to a full, clear view of what good administration looks like in practice.

Dashboards: Early Lessons in Data Matching and Reporting

From a sliver of insight to a complete picture of member data

With the first wave of connections live, we're moving from theory to reality, and starting to see more than just a crescent of the dashboards picture. Early adopters are revealing where matching conventions are working, where they're cracking under real-world data, and what's needed to bring the whole view into focus.

This panel will examine progress, problems, and what's required from administrators and ISPs to meet expectations. We'll explore how collaboration is refining data responses, what the early signs mean for future connections, and how reporting obligations are shaping trustee oversight.

Even for schemes not yet connected, the lessons are clear: preparation isn't only about data readiness — it's about role clarity, system alignment, and communication, so that when your turn comes, you're ready to see the whole picture.

Sandy Begbie

Sandy Begbie

Sandy Begbie CBE, FRSE was appointed Chief Executive of Scottish Financial Enterprise in October 2020.

Prior to joining SFE, Sandy led the development of the Scottish Government's Young Person's Guarantee following an 18-month contract at Tesco Bank as the Chief Transformation Officer.

Sandy was responsible for the Global People, Organisation and Culture Integration following the successful merger of Standard Life and Aberdeen Asset Management in 2017. Before the merger Sandy was the Chief People Officer and Lead Executive for China and Hong Kong for Standard Life for eight years. During this time, he led the Standard Life HR team to be recognised as one of the top performing functions in the UK and also led the turn-around of Standard Life's Chinese Joint Venture. Sandy was appointed Senior Advisor to the Standard Life HASL Asia business in Hong Kong in July 2020, having been Chair of the Hong Kong-based Board since 2014. In December 2023 Sandy was appointed as International Director to the HASL Asia business and stepped down as Senior Advisor.

Before joining Standard Life in May 2010 Sandy held similar Transformation and Group HR Director positions within Aegon, Scottish Power and Royal Bank of Scotland.

Sandy holds several non-executive positions including Chair of Place2Be Scotland and a Trustee on the National Place2Be Board, Chair of Young Person Guarantee and Chair of DYW (Developing the Young Workforce).

Sandy was awarded a CBE in the Queen's Birthday Honours List in August 2018 for services to business and social inclusion. He was appointed a Fellow of the Royal Society of Edinburgh (FRSE) in March 2023. In December 2024 Sandy was awarded Freedom of the City of London for his transformative leadership in Scotland's financial sector and his enduring commitment to fostering economic growth and social inclusion across Scotland.

Hannah Blomfield

Hannah Blomfield

Hannah has more than 25 years’ experience in the pension industry with a focus on administration, systems, and data. She has spent many years involved in major data management and transformation projects which encompass managing partnerships with Administrators, Insurers and Trustees, developing data strategies to achieve their long-term objectives. The data strategies focus on data and benefit remediation for both de-risking and run-on purposes, including Pensions Dashboards, with an emphasis on using technology to maximise process efficiencies and empowering active decision making.

Shirley joined Hymans Robertson in 2019, became a partner in 2022 and leads the Third Party Administration (TPA) Business.

She has over 35 years' experience within the industry, in a variety of roles within insurance, global outsourcing, and consultancy firms.

Shirley is passionate about quality service delivery, continuous improvements and adding value for her clients. She uses her experience to build empowered teams through setting clear vision, strong collaboration and giving them rewarding careers.

Shirley's experience of operational strategy and implementation benefit Hymans Robertson and the firm's clients mutually. She fully understands the pressures of facing clients and employees, and is very pragmatic and solutions focused.

Chris Connelly

Chris Connelly's role at Heywood encompasses strategy right across the pension landscape. Chris has over 30 years' experience, starting in pensions administration and evolving into solution and service design across 3 continents.

Chris has previously worked on many industry initiatives including:

  • helping draft TPR's data quality guidelines and reporting,
  • seconding into the Pensions Dashboards Programme (PDP) at MaPS, to ensure direct, practical experience was built into the industry infrastructure, standards and legislation,
  • advising PDP as a member of MaPS' Pensions Dashboards Advisory Group,
  • chairing a collaborative group of industry software providers to help input into the PDP, PASA and wider engagement with the Regulators.

After being with PASA since inception, he was appointed Director in March 2025.

In 2022, his contributions to the pension industry through his work in PASA and MaPS were recognised by the readers of Pensions Age, awarding him the "Pensions Personality of the Year".

Neil Crombie

Neil Crombie

Neil has over 25 years' pensions experience. He is a qualified actuary by profession but brings extensive, practical expertise in pensions administration.

Prior to joining GAD, Neil oversaw the outsourced administration of the Teachers' Pension Scheme, managing operations for approximately 2 million members. Here the challenges faced were similar to many of the issues faced by administrators today (data quality, automation, digital journeys, member understanding of pensions, changing the focus away from an SLA driven approach).

At GAD, Neil leads the Pensions Administration Consulting Team, a team of 12 pensions administration specialists advising across all public service pension schemes. Recent projects include supporting clients with the selection and transition of administrators and systems, preparing for pensions dashboards, improving data quality and providing independent quality assurance of calculations and processes.

Zahir Fazal

Professional Trustee, BESTrustees

Prior to joining BESTrustees, Zahir was a partner in a major accountancy practice, where he established their highly successful Pensions Group.

A Chartered Accountant by training, his current appointments cover a wide range of pension schemes and diverse industry sectors, including several appointments to both DB and DC Schemes as Chair of Trustees and also as a Sole Trustee. Zahir is experienced in negotiating with employers on funding and other issues and with his background is quick to understand and appreciate a company's financial position and corporate objectives.

Zahir is a fully accredited professional trustee with the APPT and is also Fellow of the Institute of Chartered Accountants. He is a past Chair of the Institute of Chartered Accountants' Pensions Sub-Committee and also of the Pensions Research Accountants Group.

Barbara Fewkes is a Senior Professional Trustee and Head of Sole Trusteeship at Dalriada. She is a Fellow of the Institute and Faculty of Actuaries, bringing over 23 years of extensive experience in the pensions industry to her role.

Barbara excels in ensuring trustees prioritise the most critical issues and are well-prepared for their meeting cycles. Her commitment to effective governance is evident in her approach to her work, consistently aiming to enhance the operational efficiency of trustee boards.

Barbara's career includes a significant tenure as Partner and Scheme Actuary at Barnett Waddingham, where she provided actuarial and consultancy advice to a wide range of UK pension schemes. She served as Scheme Actuary for various schemes, fostering strong, constructive relationships with trustees and employers. Her advisory role often covered current issues, risk management, scheme governance, and scheme funding matters, including facilitating negotiations with employers. Barbara is well-versed in guiding trustees through complex processes such as benefit rectifications, buy-ins, and scheme wind-ups.

Outside of her professional life, Barbara enjoys a fulfilling personal life. She is passionate about gardening, maintaining a vegetable garden, and caring for her pet chickens. She recently became a dog owner with her miniature dachshund, Cooper. Barbara also enjoys skiing and mountain biking with her husband and teenage son, embodying an active and adventurous lifestyle.

A leader with 30 years of industry experience, Murray directs Gallagher's client and service delivery teams. He specialises in the private sector, where he has overseen the administration of large schemes, managing of up to 100,000 members.

At Gallagher, he and his team are redefining standards by developing a strategic approach that makes the member experience measurable, meaningful, and actionable. While SLAs remain important, Murray asserts that the future belongs to administrators who effectively measure and manage the tangible experience of scheme members, giving trustees the clarity required to drive real, positive impact.

Dan Taylor is a pensions administration professional with a proven track record of delivering exceptional client service while driving growth and innovation.

As Client Director at Trafalgar House, Daniel is responsible for leading the development and execution of the company's client service strategy, ensuring that clients receive the highest levels of service and support. With over 25 years of experience in pensions administration, Daniel has held senior leadership roles covering operations, implementations, quality assurance and business development. He has successfully run third-party administration operations and played a key role in developing and implementing new technology and communication solutions to enhance member and client experiences.
