Administration Contingency Planning Working Group (ACWG)

Purpose

The purpose of the ACPWG is to develop PASA’s position on contingency planning in the event of the sudden failure or exit of a large administrator, including potential recommendations for the Pensions Regulator (TPR). The group will:

  • Investigate potential risks and implications of a major administrator collapse or sudden market withdrawal
  • Explore viable industry-wide contingency mechanisms or support frameworks
  • Engage trustees and other stakeholders on operational resilience best practices
  • Assess options such as the feasibility of a ‘shadow organisation’ or peer response model
  • Develop recommendations or guidance for trustees, administrators, and regulatory engagement

Scope

  • Understand the systemic risk of a top-tier administrator collapse
  • Identify operational and financial considerations of a contingency model
  • Evaluate industry appetite and capability for cooperative administrator support
  • Engage with trustees, regulators, and relevant professional bodies
  • Produce practical Guidance or frameworks which promote administrator resilience
