Purpose
The purpose of the ACPWG is to develop PASA’s position on contingency planning in the event of the sudden failure or exit of a large administrator, including potential recommendations for the Pensions Regulator (TPR). The group will:
- Investigate potential risks and implications of a major administrator collapse or sudden market withdrawal
- Explore viable industry-wide contingency mechanisms or support frameworks
- Engage trustees and other stakeholders on operational resilience best practices
- Assess options such as the feasibility of a ‘shadow organisation’ or peer response model
- Develop recommendations or guidance for trustees, administrators, and regulatory engagement
Scope
- Understand the systemic risk of a top-tier administrator collapse
- Identify operational and financial considerations of a contingency model
- Evaluate industry appetite and capability for cooperative administrator support
- Engage with trustees, regulators, and relevant professional bodies
- Produce practical Guidance or frameworks which promote administrator resilience
